Inhabitants of the planet Voga, a planet whose underground caverns were laced with gold. The Vogans were divided into two opposing factions: the Guardians, led by Vorus, and the Government, led by Tyrum. Many centuries earlier, Voga had been known as the planet of gold, essential in the war against the Cybermen as gold was lethal to their breathing apparatus.

With the help of the Vogans, the humans invented the Glittergun and destroyed the Cybermen, who attempted to blow Voga to pieces in a final act of revenge. Voga was believed destroyed but in reality, a small part remained. The Vogans were forced to live below the surface and rebuild their fractionalised society.

The Guardians believed that a small group of surviving Cybermen were still hunting them down and their leader, Vorus, built a huge missile. Voga drifted into orbit around Jupiter and Vorus made contact with a human, Kellman, who agreed to lure the Cybermen to Voga in exchange for gold.

However, he double-crossed both the Vogans and the Cybermen in his greed. Eventually the Vogan rocket was launched and destroyed the Cybermen's ship, apparently wiping them out for good..
